    Soil Moisture Retrieval During a Corn Growth Cycle using L-band (1.6 GHz) Radar Observations

    New opportunities for large-scale soil moisture monitoring will emerge with the launch of two low frequency (L-band 1.4 GHz) radiometers: the Aquarius mission in 2009 and the Soil Moisture and Ocean Salinity (SMOS) mission in 2008. Soil moisture is an important land surface variable affecting water and heat exchanges between atmosphere, land surface and deeper ground water reservoirs. The data products from these sensors provide valuable information in a range of climate and hydrologic applications (e.g., nume~cal weather prediction, drought monitoring, flood forecasting, water resources management, etc.). This paper describes a unique data set that was collected during a field campaign at OPE^ (Optimizing Production Inputs for Economic and Environmental Enhancements) site in Beltsville, Maryland throughout the eompj2ete corn growing in 2002. This investigation describes a simple methodology to correct active microwave observations for vegetation effects, which could potentially be implemented in a global soil moisture monitoring algorithm. The methodology has been applied to radar observation collected during the entire corn growth season and validation against ground measurements showed that the top 5-cm soil moisture can be retrieved with an accuracy up to 0.033 [cu cm/cu cm] depending on the sensing configuration

    Differentiating Protein-Coding and Noncoding RNA: Challenges and Ambiguities

    The assumption that RNA can be readily classified into either protein-coding or non-protein–coding categories has pervaded biology for close to 50 years. Until recently, discrimination between these two categories was relatively straightforward: most transcripts were clearly identifiable as protein-coding messenger RNAs (mRNAs), and readily distinguished from the small number of well-characterized non-protein–coding RNAs (ncRNAs), such as transfer, ribosomal, and spliceosomal RNAs. Recent genome-wide studies have revealed the existence of thousands of noncoding transcripts, whose function and significance are unclear. The discovery of this hidden transcriptome and the implicit challenge it presents to our understanding of the expression and regulation of genetic information has made the need to distinguish between mRNAs and ncRNAs both more pressing and more complicated. In this Review, we consider the diverse strategies employed to discriminate between protein-coding and noncoding transcripts and the fundamental difficulties that are inherent in what may superficially appear to be a simple problem. Misannotations can also run in both directions: some ncRNAs may actually encode peptides, and some of those currently thought to do so may not. Moreover, recent studies have shown that some RNAs can function both as mRNAs and intrinsically as functional ncRNAs, which may be a relatively widespread phenomenon. We conclude that it is difficult to annotate an RNA unequivocally as protein-coding or noncoding, with overlapping protein-coding and noncoding transcripts further confounding this distinction. In addition, the finding that some transcripts can function both intrinsically at the RNA level and to encode proteins suggests a false dichotomy between mRNAs and ncRNAs. Therefore, the functionality of any transcript at the RNA level should not be discounted

    commercial groundfish fisheries within the internal waters of the state and to three miles offshore along the outer coast. A provision in federal Gulf of Alaska (GOA) Groundfish Fishery Management Plan (FMP) gives the State of Alaska limited management authority for demersal shelf rockfish in the federal waters east of 140o W. longitude. Council action in 1997 removed black and blue rockfish from the Gulf of Alaska FMP so the state now manages these species in both state and federal waters of the GOA. The state also manages the lingcod resource in both state and federal waters of Alaska. Other groundfish fisheries in Alaskan waters are managed by the federal government or in conjunction with the federal management of the adjacent Exclusive Economic Zone (EEZ). The information related in this report is from the state-managed groundfish fisheries only. The State of Alaska is divided into three maritime regions for marine commercial fisheries management.     Research priorities for the discovery of a cure for chronic hepatitis B: Report of a workshop.

    In early 2017, the Hepatitis B Foundation invited 30 experts in the fields of hepatitis B and liver cancer research to identify projects they deemed important to the goal of finding a cure for chronic hepatitis B and D and the diseases with which these viral infections are associated. They were also asked to identify general categories of research and to prioritize sub-project topics within those areas. The experts generally agreed on broadly defined areas of research, but there was usually little difference between the highest and lowest scoring projects; for the most part, all programs described in this document were considered valuable and necessary. An executive summary of this discussion was recently published (Alter et al., Hepatology 2017). The present manuscript reports the areas of research identified by the workshop participants, provides a brief rationale for their selection, and attempts to express differences among the priorities assigned to each area of research, when such distinctions were expressed

    The Neurostimulation Appropriateness Consensus Committee (NACC): Recommendations on Best Practices for Cervical Neurostimulation

    INTRODUCTION: The International Neuromodulation Society convened a multispecialty group of physicians based on expertise with international representation to establish evidence-based guidance on the use of neurostimulation in the cervical region to improve outcomes. This Neurostimulation Appropriateness Consensus Committee (NACC) project intends to provide evidence-based guidance for an often-overlooked area of neurostimulation practice. MATERIALS AND METHODS: Authors were chosen based upon their clinical expertise, familiarity with the peer-reviewed literature, research productivity, and contributions to the neuromodulation literature. Section leaders supervised literature searches of MEDLINE, BioMed Central, Current Contents Connect, Embase, International Pharmaceutical Abstracts, Web of Science, Google Scholar, and PubMed from 2017 (when NACC last published guidelines) to the present. Identified studies were graded using the US Preventive Services Task Force criteria for evidence and certainty of net benefit. Recommendations are based on the strength of evidence or consensus when evidence was scant. RESULTS: The NACC examined the published literature and established evidence- and consensus-based recommendations to guide best practices. Additional guidance will occur as new evidence is developed in future iterations of this process. CONCLUSIONS: The NACC recommends best practices regarding the use of cervical neuromodulation to improve safety and efficacy. The evidence- and consensus-based recommendations should be utilized as a guide to assist decision making when clinically appropriate
